Centerton Planning Commission Meeting Recap – April 1, 2025

I may have been under the weather this week, but thanks to technology, I was still able to catch up on this week's Planning Commission meeting so you don't have to sort through it all. Here's everything you need to know from Tuesday night.
Administrative Approvals
Two items were ratified without further discussion:
📌 Grand Gifting Co (HOP25-08) – Approved to operate an online gift packaging supply business from a residence at 201 Shane Dr in South Fork Addition.
📌 McSpadden Minor Subdivision (TS25-02) – A replat adjusting lot lines between Tract 1 and Tract 2 on Miller Church Rd. All required right-of-way had already been dedicated, with only minor label formatting comments remaining.
KO Storage Expansion (DEV24-11)
📍 Location: 1601 W Centerton Blvd
📆 Status: Preliminary plans approved with staff conditions
This proposal expands KO Storage with three new buildings totaling over 22,000 sq ft.
💼 Highlights:

No trash enclosure onsite—staff noted self-storage facilities tend to be misused if dumpsters are available.

A 10-foot sidewalk will be installed with a jog around a utility pole, partially placed in a pedestrian easement.

Drainage is routed to an existing detention pond (already approved).

Wall-mounted lighting and additional landscaping are planned.

Stoneleigh Apartments Phase 2 (DEV24-12)
📍 Location: 501 E Centerton Blvd
📆 Status: Preliminary plan and adjacent street agreement approved
This is the next phase of Stoneleigh Apartments and includes 113 units in four buildings, plus access and sidewalk improvements.
💼 Key Points:

Will not begin construction until Decatur’s wastewater plant has additional capacity.

Developer will pay a fee-in-lieu of road improvements ($40K+) along the southern edge.

A sidewalk will connect their entrance to a future road.
-
Drainage divides into north/south basins; northern portion drains to a detention pond and then to the floodplain.

Crosswalks will use stamped concrete for safety and code compliance.

Landscape buffers and open space are provided, including preserved trees and access to amenities in Phase 1.
📄 Planning Commission Vote: Approved, contingent on staff and utility comments being resolved.
West Winds Final Plat (SUB21-17-F)
📍 Location: NW corner of AR 102 & Kitty Rd
📆 Status: Final plat, plans, and bonds approved
This 53-lot single-family subdivision includes one commercial lot and a detention area.

Sidewalk installation deferred by agreement until Phase 2.

ROW dedication includes both Highway 102 and Kitty Road to match the master street plan.

All bonds and covenants were approved.
Vacate Utility Easement (VAC25-01)
📍 Location: 103 Hoss St, Laynebridge Subdivision
📆 Status: Approved
The applicant requested to vacate a partial 9-ft utility and drainage easement at the rear of their lot. No utilities were present and staff had no objections.
Title 15 Updates
🔄 Discussion on amending Title 15 of the Centerton Municipal Code (Buildings and Construction):

The Planning Department is reorganizing and clarifying language throughout Title 15 to make it easier for staff, developers, and residents to understand and navigate.

No regulatory changes have been proposed yet—this phase is focused on readability and structure.

A revised draft is expected by the April 15 Planning Commission meeting.

A public hearing is tentatively scheduled for May 6, with potential City Council adoption on May 13.

These updates are part of an ongoing initiative to modernize Centerton’s development-related ordinances as the city continues to grow.

🚰 Sewer Capacity Update:

Centerton Utilities sent out letters to developers.

The Decatur facility is still capped at 3.8 MGD; they're working on permitting to increase to 5.25.

An environmental study will be needed before any ADQ permit increase.
